About three months before the wedding. That leaves room for the garment to be made, a final fitting, and any adjustment without anyone rushing. Sooner than that can still work, so ask rather than assume.
We measure whoever is local in person and work with accurate measurements for the rest, then match everyone to the same cloth and cut. Nobody has to fly in for a fitting, which is usually the thing that derails a wedding party.
